Using Parking Spaces to Pass

I was cycling on the road, there is no bike lanes in this location, and this car used parking spots to pass me on the right, while he could have used the left lane. At the end of passing me, he almost entered in collision with the curb.

I cycle on that road for only a few minutes, and every time there is a dangerous behaviour. I never see police enforcement.
