Toyota Dealer Close Pass

Easy ride almost home. Several vehicles pass on this narrow two lane road. But the Toyota with Dealer license plates decides he's going to pass close. You can see by the manhole I'm inside the rim and the edge of the lane. Clearly within "as close as practicable". But this guy, in a hurry to stop at the red light ahead, passes with his wheels on the edge of the manhole. That manhole is 24 inches in diameter, so from his mirror to my shoulder was under 12 inches. If I new the dealership, I'd have reported him.
