Subject vehicle/driver (as visible on video and in close frames):
• Vehicle: Honda CR-V (compact SUV), dark charcoal/black, no visible window tint

• California plate: 67NP897

• Driver: white male adult with a beard

Location and sequence:
• I was traveling eastbound approaching Sheridan Avenue. The subject vehicle was stopped at southbound Sheridan and turned left to proceed eastbound behind me. Nothing notable occurred until I began slowing with traffic immediately adjacent to Neal Dow Elementary.

Time was 4:15PM on Friday, September 9th, 2026. I was enroute to pick up my son, a Chico Unified School District student.

• Immediately adjacent to Neal Dow Elementary, during active after-school activity with children present on/near the sidewalk close to the roadway, traffic ahead was already constrained and drivers were slowing appropriately. California Vehicle Code has specific reduced-speed requirements and heightened caution expectations in school-zone conditions, and the flow of traffic appeared to be complying with those conditions — except the subject driver.

Observed behavior on the footage:
1. Following too closely / tailgating as traffic slowed (closing to an unsafe distance behind my vehicle with no safe space ahead to move).

2. Unnecessary horn use while traffic was constrained and there was no apparent safety hazard requiring warning.

3. Intimidation/aggressive driving: rapidly crowding my vehicle while we were slowing/stopped immediately adjacent to the school area with children nearby.

Escalation and de-escalation:
• The escalating behavior did not subside for the slowing traffic, did not subside for the active school-zone setting, did not subside despite the close proximity to my vehicle, and did not subside with juvenile pedestrians present nearby. The behavior only subsided after the driver appeared to realize he was being recorded.

• Because the change in behavior occurred only after the camera became apparent, I believe it is important to document this conduct. I’m concerned that other riders of personal electric vehicles (or similarly vulnerable road users) could experience the same behavior when the driver does not know a camera is present. For that reason, I feel it is appropriate to log the offending behavior for future reference and any needed correction.

• The shared clip includes our initial encounter and then jumps to the incident and aftermath. The omitted portion is normal driving and contains no relevant interaction. I have the full continuous recording available and can provide it immediately if needed for evidentiary review.
